MULTI-PARTY DECISION MAKING
Decision-making involving several parties in a possible emergency is complex, for example because of apparently conflicting interests or the physical distances between the stakeholders. A number of products were developed in 2009 to support these complex processes. The parties can use them to make the decision-making process more transparent and to improve the quality of the process, as well as to include all the relevant stakeholders. In 2010, we will be moving ahead on the basis of these results.
In concrete terms, this means looking at what is needed to anchor the accumulated knowledge in practice at the regional level. At this level, the parties involved in the decisions include municipal authorities, water boards, the police, the fire brigade and other emergency services. The tools will be tested and validated in a testing ground. In addition, studies will take place in 2010 to determine the best way of developing multi-party decision-making at the national level.
Finally, there will be a study of the technical feasibility of a digital learning environment in which professionals can improve their net-centric skills in an autonomous way. This is particularly relevant now that crisis management organisations are reaching the point at which this new approach has to be introduced.
