That is an important source of information in the run-up to, and during, emergencies. In the past, most forecasts have been deterministic: they provide a "bestimate". However, it is only in exceptional circumstances that the actual water level matches the forecast. There are always uncertainties. The aim of the project ‘Studying the impact of uncertainties on decision-making in the operational context' was to help water authorities to make better use of these uncertainties in water-level forecasts when making decisions. In concrete terms, the study looked at the extent to which probabilistic forecasting methods ('What is the probability of a particular water level?') can be used by water authorities to quantify forecasting uncertainties. The project was implemented as part of the Flood Control 2015 programme. This report describes the experience acquired with using information about uncertainties during emergencies. A method was also developed that allows water authorities to make their own probability forecasts for water levels and include them in their Decision Support Systems.
